The free tier and one-off licences work entirely offline. A monthly subscription checks in roughly once a month to confirm it's still active; if you're offline when that happens it keeps working and tries again later.
Yes. Your licence is tied to your email address, not to a machine. Install Sassy Suite on the new computer, sign in with the same address, and enter your key.
